Disaster Program Management

  • Disaster Debris Monitoring: BDR’s scope of debris monitoring services includes truck certification, zone and map development, ticket preparation, tower monitoring and FEMA reimbursement assistance.
  • Right-of-Way (ROE) Programs: Work includes Public Assistance Program management, resident “hot line” operations, eligibility review, property surveys, monitoring and other ROE services.
  • Debris Volume Estimation: Formulation of debris volume and debris removal contract cost assessments.
  • Disposal Monitoring: Volumetric measurement of incoming loads and ticket authorization and completion.
  • Waterway Debris Removal: Monitoring the removal of marine debris, abandoned vessels and other hazards to return waters back to a state of health and safe navigation.
  • Boat and Vehicle Removal: BDR has assisted communities in complying with all legal requirements for removing and disposing of abandoned vehicles and marine vessels
  • Procurement, Contract Negotiations and Management:  Development of terms and conditions for the procurement of debris haulers and management and enforcement of resulting contracts
  • Data Management: Ticket data entry and quality assurance/quality control as required by FEMA regulations for the maximum reimbursement of debris removal costs.
  • Invoicing and Billing: Hauler invoice review and approval after reconciliation with BDR’s custom database. BDR has processed well over 2 million load tickets, representing in excess of $1.6 billion dollars in debris removal activities.
  • FEMA Reimbursement: BDR utilizes its custom and proprietary cost accounting system to capture critical data required for reimbursement by state and federal agencies.
  • Emergency Management Planning: Emergency preparedness and disaster readiness plans that address emergency operations, continuity of operations and business resumption, site-specific emergency response, crisis communications, logistics, standard operations guidelines, processes and procedures and all-hazards mitigation.
