Financial Recovery Services

BDR created the Financial Recovery Services division to provide the ultimate financial recovery solution for state and local governments, tribal governments and certain private not-for-profit organizations. Unlike other “recovery” entities that provide only one or two financial recovery services, BDR provides well-trained experts with the knowledge and hands-on experience necessary to navigate programs such as the FEMA Public Assistance program, Hazard Mitigation Grant program (HMGP), National Resources Conservation Services (NRCS), Community Development Block Grant program (CDBG,), Federal Highway Administration (FHWA), Housing and Urban Development (HUD) consulting, Public Insurance Adjusting and state recovery programs before, during and after a disaster.

  • HUD Community Development Block Grant Program Disaster Recovery Assistance (CDBG-DRA): In response to disasters, Congress may appropriate additional funding for the CDBG program as disaster recovery grants to rebuild the affected areas and provide and provide crucial seed money to start the recovery process. Since CDGB-DRA may fund a broad range of recovery activities, HUD can help communities and neighborhoods that otherwise might not recover due to limited resources.
  • FHWA Emergency Relief Program (FHWA-ER): The repair or reconstruction of federal-aid highways and roads on federal lands which have suffered serious damage as a result of natural disasters are eligible for grant funding through the FHWA. The program, commonly referred to as the emergency relief or ER program, supplements the commitment of resources by states, their political subdivisions, or other federal agencies to help pay for unusually burdensome expenses resulting from extraordinary conditions.
  • FEMA Public Assistance Grant Program (FEMA-PA): Provides assistance to alleviate suffering and hardship resulting from major disasters or emergencies declared by the President. Grant proceeds can be utilized for permanent or temporary work falling into categories A – G as defined by FEMA.
  • FEMA Hazard Mitigation Grant Program (HMGP-404): Provides grants to states and local governments to implement long-term hazard mitigation measures after a major disaster declaration. HMGP-404 funds require independent application and are subject to statewide competition.
  • FEMA Section 406 Mitigation (Section 406): Provides supplemental grant funds to states and local governments to implement improvement measures to a FEMA-PA project application. Section 406 mitigation funds are not subject to statewide competition.
  • Private Insurance Policies: Most grant programs require that funding recipients subrogate insurance proceeds in order to prevent a duplication of benefit on a loss. In order to demonstrate due diligence, it is important that policy holders hold the insurer to the terms of the policy, which are often complicated, requiring public adjusting services.
  • NRCS Emergency Watershed Protection Program (EWP): Provides funds to undertake emergency measures, including the purchase of flood plain easements, for runoff retardation and soil erosion prevention to safeguard lives and property from floods, drought, and the products of erosion on any watershed whenever fire, flood or any other natural occurrence is causing or has caused a sudden impairment of the watershed.
  • NRCS Watershed Protection and Flood Prevention Program (WPFP Program): States and local agencies can apply for funds to carry out works of improvement for soil conservation and for other purposes including flood prevention; conservation, development, utilization and disposal of water; and conservation and proper utilization of land.
  • FEMA National Flood Insurance Program (NFIP): Enables property owners in participating communities to purchase insurance as a protection against flood losses in exchange for State and community floodplain management regulations that reduce future flood damages.
  • FEMA Flood Mitigation Assistance Program (FMA): Provides funding to assist States and communities in implementing measures to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insurable under the NFIP.
  • FEMA Repetitive Flood Claims Program (RFCP): Provides funding to States and communities to reduce or eliminate the long-term risk of flood damage to structures insured under the NFIP that have had one or more claims for flood damages, and that can not meet the requirements of the Flood Mitigation Assistance (FMA) program for either cost share or capacity to manage the activities.
  • FEMA Community Disaster Loan Program (CDLP): Provides funds to eligible jurisdictions in a designated disaster area that has suffered a substantial loss of tax and other operating revenue.
  • FEMA Pre-Disaster Mitigation Program (PDM):Provides funds for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event.
  • FEMA Fire Management Assistance Grant Program (FMAGP): Assistance for the mitigation, management and control of fires on publicly or privately owned forests or grasslands, which threaten such destruction as would constitute a major disaster.
  • FEMA Reimbursement for Firefighting on Federal Property (RFFP): Provides reimbursement only for direct costs and losses over and above normal operating costs, which are incurred during the course of fighting fires on federal property.
