Mr. Counsell is a Vice President with BDR, a position he’s held since the 2004 hurricane season.  His primary responsibility is overall program management, which involves training staff on collection and disposal monitoring and coordinating the logistics of collection contractors such as truck certification, routing, mapping, zone development and debris site selection.  Mr. Counsell is frequently called upon to work with clients to prepare damage assessments and estimate the actual quantities of debris created by the event, which is critical for obtaining upfront funding from FEMA and other reimbursement organizations.  Rather than rely upon a single approach, a combination of debris estimating methodologies is used to produce a more accurate estimate.  As such, Mr. Counsell performs both computer model-driven and in-the-field evaluations of the amount of debris requiring removal.  Mr. Counsell has successfully helped more clients through the appeals process than any other consultant in the Gulf Coast region.
